Stage 1: Project Assessment: (Completed)
During the Project Assessment stage, we’re committed to evaluating potential project strategies. At this stage, we provide information about the proposed project plans on our website for stakeholders to review and provide feedback on, as well as holding in-person events within the local community demonstrating our collaborative approach to the project's development.

Stage 2: Early Development: (Completed)
During Early Development, we concentrate on refining the project details, based on our initial assessment of key environmental, technical, and economic factors to identify the best performing approach. We would like to gain further input from communities through accessible in-person and in some cases online consultations, which are crucial in refining our plans and strategies before advancing to the application stage.

Stage 3: Project Refinement: (In progress)
The Project Refinement stage is where we finalise project plans and submit the required planning applications to the relevant planning authorities. Communities and other key stakeholders can provide feedback directly to the appropriate body such as their local council and constituent representatives.

Stage 4: Construction Phase:
Within the construction phase we mobilise our workforce, contractors, and necessary equipment to begin construction. We maintain open channels of communication, allowing communities and stakeholders to submit feedback on the construction activities to our dedicated Community Liaison Managers, ensuring ongoing engagement to any thoughts or concerns while we carry out work in the area.

Stage 5: Operational Phase:
At this final stage, the project successfully moves into the operational phase, with the surrounding environment restored to its original state or better. Our Community Liaison Mangers continue to be available to address any questions or concerns, ensuring a lasting positive impact and strong community relations even after the construction activities conclude.
About the Project
We are currently developing proposals to reinforce the high voltage electricity network from Ardmore on the Isle of Skye to Fort Augustus. The existing 132kV overhead transmission line from Fort Augustus to Ardmore is the sole connection from the mainland electricity transmission system to Skye and the Western Isles, and is essential for maintaining security of supply in the area.
Recent studies into the condition of the existing infrastructure have indicated that the section of overhead line between Quoich substation and Ardmore substation requires to be rebuilt, and the existing line removed upon completion of the new line.
Furthermore, as a result of an increase in renewable energy projects requesting access to the electricity transmission network, there is a requirement to increase the capacity of the overhead line to allow renewable developments to connect.
Fort Augustus Substation to Broadford Substation
We are proposing to construct a new double circuit 132kV overhead line (OHL) comprising steel structures. The existing Fort Augustus to Skye Tee 132kV trident wood pole OHL and the existing 132kV steel lattice OHL between Skye Tee and Broadford would be dismantled and removed once the new OHL is operational.
Broadford Substation to Edinbane Substation
The existing single circuit wood pole trident 132kV OHL would be replaced with a new double circuit 132kV OHL comprising steel structures. The existing OHL would be dismantled and removed once the new OHL is operational.
Edinbane Substation to Ardmore Substation
The existing single circuit wood pole trident 132kV OHL would be replaced with a new higher capacity 132kV trident wood pole OHL. During construction, the existing OHL and its replacement would run in tandem but on energisation of the new OHL, the existing OHL would be dismantled and removed.
Why is the Project Required?
Securing Supply
The current overhead line was constructed between 1956 and 1989, and after a long service is now reaching the end of its operational capabilities. The replacement is essential to maintain security of supply to homes and businesses along its route, as well as to the Western Isles which is supplied by two subsea cables from the north of Skye.
Connecting Renewables
There is demand to connect new renewable electricity generation on Skye, which requires an increase in capacity of the overhead line.
Network for Net Zero
We intend to ‘future proof’ the replacement line to allow the connection of additional renewables to help meet government Net Zero climate change targets, supporting the transition to Net Zero emissions.

The film, produced by the North of Scotland Hydro Electric Board (now Scottish and Southern Electricity Networks) and Balfour Beatty, illustrates the trials associated with the construction of the original line which connected the Isle of Skye to the mainland of Scotland in the 1970s.
Community Engagement
Throughout the life of our projects, we aim to work positively with local communities and keep people informed about what we are doing. This is particularly important when we are developing a proposal and we want to understand what local people think about our plans.
We endeavour to take the time to discuss proposals with local community councils, encourage engagement from the wider community and listen to the feedback we receive.
We will do our best to answer any questions and address issues or concerns that are raised with us.
When our project progresses into construction, we will continue working closely with the local community to ensure that our work has as little impact on the lives of those living and working in the area and as many long term positive effects as possible.

C1144 Road works - Road Open 20 December - 10 January
There will be no road works during the festive holidays (20 December 2024 - 03 January 2024). The C1144 will be fully accessible during this time.
Works will re-commence week commencing 06th January. There's no planned closure during this week but stop/go operations might be in place in certain locations.
Going forward, any temporary enforcement of the road closure order will be communicated in advance where possible. -

This note is to inform about the following upcoming road works in and near the village of Glenelg.
Timing: works are planned to start week commencing 04 November 2024 (for the expected duration of 3 weeks)
Works locations and details:
Road leading from Bernera Bay to the Glenelg Ferry Slipway:- finishing off the road widenings which were started earlier this year
- small section of post and rail fence to secure road edge
C1223 - Road leading to Glenelg:- Extension of one existing layby
Traffic management: All of the above works will be underaken under stop/go operations. Timed, localised road closures might be required for the final laying of tar (any such closures would be communicated in advance).
A small temporary work compound will need to be set up at Bernera Bay, Glengelg, which may result in some additional traffic at the beginning and end of the works.

Our contractors Balfour Beatty are planning to undertake some Ground Investigation works (GI works) in the Glengarry and Glenelg area. These works are scheduled to start week commencing 7th October 2024 and are expected to run over an eight week period. The programme and a map are available on the respective links.
The works will be undertaken at bridge locations on access tracks. We do not expect these works to have any significant impact on local communities.The works are called ‘Slit Trenching’ - Slit Trenching is the process of creating a narrow trench using an excavator to determine the underlying ground conditions. This information is then used to inform the final design of transmission line and associated access.

Ofgem’s decision to approve the Final Needs Case for the Fort Augustus to Skye Reinforcement Project
Following Ofgem’s decision to approve the Final Needs Case for the Fort Augustus to Skye Reinforcement Project, SSEN Transmission’s Managing Director Rob McDonald said:
“The existing Fort Augustus to Skye overhead line is fast reaching the end of its operational life, as demonstrated by two major faults in recent months which resulted in the temporary loss of power to over 20,000 customers along its route and in the Western Isles, which is supplied by two subsea cables from north Skye.
“Alongside the need to keep the lights on for homes and businesses along its route and in the Western Isles, the replacement line will also increase the capacity of the local electricity transmission network to enable the connection of new renewable electricity generation along its route. The need for this project is therefore beyond doubt and we welcome Ofgem’s final approval of need following its assessment of our robust Final Needs Case.
“We now look forward to the Scottish Government’s determination of our Section 37 planning application and remain committed to work constructively with all stakeholders to ensure the timely delivery of this critical local and national infrastructure, building on our proud heritage of powering the highlands and islands as we continue to deliver a network for net zero emissions and secure future electricity supplies across the north of Scotland.”

Please note that the regulatory Needs Case for the project is very much seperate to the Section 37 planning approval process, which is still under consideration by the Scottish Government's Energy Consents Unit. -
Section 37 Additional Information
Following the Section 37 application for the Skye Reinforcement Project to the Energy Consents Unit (ECU) in October 2022, four pieces of additional information has been submitted to support the application.
These additional pieces include four alternative viewing angles from Kylerhea village and Bealach, a Peat Data Report, corrected figures rectifying some inaccuracies within the forestry chapter of the EIA, and a Derogation Case submitted in relation to Section 3 (Broadford to Kyle Rhea).

Section 37 Submission
SSEN Transmission has now applied to the Scottish Ministers for consent under Section 37 of the Electricity Act 1989 to install and keep installed approximately 160km of new overhead line and underground cabling between the existing Ardmore substation located approximately 30km northwest of Portree, to the existing Fort Augustus substation located approximately 2.5km west/southwest of Fort Augustus. This includes 110km of new double circuit 132kV overhead line supported by steel lattice towers between Fort Augustus and Broadford, 27km of new single circuit 132kV overhead line supported by trident wood poles (H poles) between Broadford and Ardmore substation, and approximately 24km of double circuit 132kV underground cable. We recently launched a pre-application consultation exhibition to gain views and feedback on our proposals for Broadford Substation reinforcement and extension and Edinbane Substation reinforcement and extension.
The proposed substation works are an integral part of the Skye Reinforcement scheme, which will ensure security of supply to homes and businesses and facilitate the connection of renewable energy generation across the region. During our drop-in events held in Skeabost and Broadford on 8th September 2022, attendees were able to view key project information about our substation reinforcement and extension proposals, ask questions to the project team and share feedback ahead of submission of planning applications.
We also hosted an online Virtual Consultation Event on Monday 12th September.
Our feedback period closed on Friday 07th October, and we would like to extend thanks to all those who took the time to attend an event, or provide feedback to the team.

Final Needs Case Submission
SSEN Transmission has submitted to the energy regulator, Ofgem, a Final Needs Case (FNC) for the proposed replacement of the existing Fort Augustus to Skye electricity transmission line, moving towards the final stages of the regulatory funding approvals process for the proposed project. -

Virtual Consultation Events
To continue engagement on the Skye Reinforcement project, SSEN Transmission has developed an online consultation tool, to enable the local community to experience the full exhibition from home on a computer, tablet or mobile device. The online exhibition has been designed to look and feel like a real consultation in a community hall, with exhibition boards, maps, interactive videos and the opportunity to share views on the proposals.Visitors will be able to engage directly with the project team, via a live chat function, where they can ask any questions they might have about the project and share their feedback on the current proposals. Public Consultation Events Postponed
In line with Government and medical advice regarding Covid-19, SSEN Transmission has taken the decision to limit external engagement activities. We therefore took the decision to postpone our planned engagement events for the Skye Reinforcement Project. The four events that were scheduled to take place in Skye on 16th to 19th March and those scheduled to take place in the Great Glen 24th -26th March will not go ahead. We would like to apologise for the postponement of our consultation events and will be in touch with information once they have been rearranged.Although we will not be holding the events all the materials from the planned events, presenting our proposals, is available to be downloaded from the project documentation section of this webpage .Consultation is central to the development of our projects, it is an opportunity to share our proposals with the community and hear their views. Without this valuable feedback, we would be unable to progress projects and reach a balanced proposal. We would like to reassure the local community that by postponing our planned events the opportunity to provide their feedback has not been missed. SSEN Transmission takes its responsibilities as a provider of a critical national infrastructure very seriously. The SSE group has taken steps to protect colleagues, key sites and to maintain the effectiveness of teams. We are keeping a watching brief and have a comprehensive structure firmly in place and key personnel meeting daily to reassess the situation. Works
Planning stage and maintenance works (General Information)
The proposed Skye Reinforcement Project will be a major civil engineering project. Whilst the Scottish Government’s Energy Consent Unit’s determination of the Section 37 Application for the Skye Reinforcement Project is outstanding, SSEN Transmission is going to undertake works in the planning stage of significant engineering projects.
Regardless of the decision on the Section 37 application, access to the existing Skye overhead line will be required in order to undertake more frequent detailed inspections of the ageing and failing asset.
Works will include:
- Public Road Improvements works,
- maintenance of access tracks (maps are available in Project Documents) and
- ground investigation works (both intrusive and unintrusive).
All works are undertaken under Permitted Development Rights and we will be working closely with local communities, relevant departments in The Highland Council (e.g. Road, Planning, Access), Statutory Partners and Land Owners. All works are subject to pre-commencement environmental surveys, and suitable mitigations will be implemented where necessary.

Works Types

The existing Skye Overhead Line is serviced by many existing access tracks. These tracks, over the years, have become overgrown and are in many locations no longer suitable for vehicular traffic.
The scope of maintenance may include trimming trees/felling where trees pose a risk to the access track, removal of overgrown vegetation and scraping back to original hard core, clearing out and re-establishing drainage ditches, ripping and compacting existing track surfaces where possible and capping existing tracks with a fresh layer stone to smooth out any dips in the existing track layout and provide a fresh running surface for safe access.
Silt mitigation measures may also be introduced to ensure compliance with SEPA Controlled Activity Regulations.
Please note that due to overgrowth, current tracks might appear narrower than what they are. Also, the overgrowth has given the access tracks a ‘natural look’ – after any maintenance works the track will look different.

These works include assessing selected public roads with regards to their suitability to accommodate construction traffic. It will take into account the condition of the road, the width and availability of passing places. If found that the road in their current condition is not suitable for construction traffic ‘Public Road Improvement’ works will be undertaken – depending on location and outcome of the assessment this may include work on new and existing passing places, road widenings, road repairs.
We work closely with The Highland Council’s Road Department and in many cases road works undertaken by SSEN Transmission go well beyond the project’s requirements, but also include general improvement works (e.g. pothole repairs).
Traffic management will be required for any roadworks which will be communicated in advance and we will liaise with local communities on any additional measures that will help minimise the impact. Access for key services including emergency access will be provided at all times (even under road closures). All traffic management measures will be discussed and agreed with The Roads Authority and communicated through the appropriate channels.

In order to inform the final technical design and proposed approaches ground investigations are required. The nature of ground investigations would range from visual inspection (surveys) to more intrusive ‘core trials’ (bore trials) depending on the location and proposed infrastructure.
The most intrusive ground investigation works are likely to take place at substation locations and proposed underground cable sections.
These works are undertaken with land owner permission and after consultation with statutory organisations (e.g. NatureScot, SEPA, Forest and Land Scotland). Usually these works do not require planning permission but planning consent will be obtained where required. We will also inform local communities where these works have a direct impact on residents.
Drone technology is used in some survey work following the regulations set out in the Air Navigation Order 2016 (as amended) for flying a drone, including privacy considerations.

Those contractors undertaking works will in some cases be required to set up welfare compounds for their workers, as required by the Health and Safety at Work Act and Construction Design Management Regulations. The sites will also be used as laydown areas for plant and materials.
These compounds will be set up in line with statutory requirements and we will be working with local communities to mitigate any potential negative local impacts.

SSEN Transmission is responsible for maintaining and investing in the electricity transmission network in the north of Scotland and our network extends over a quarter of the UK’s land mass, crossing some of its most challenging terrain.
Our operating area is home to vast renewable energy resources, and this is being harnessed by wind, hydro and marine generation. Working closely with National Grid Electricity System Operator (the 'ESO'), we enable electricity generators to connect to the transmission system, allowing the electricity generated by them to be transported to areas of demand across the country. -
Following a minority stake sale which completed in November 2022, SSEN Transmission is now owned 75% by SSE plc and 25% by Ontario Teachers’ Pension Plan Board.
SSE plc sold its UK domestic electricity and gas retail business, along with domestic energy services to OVO Energy in January 2020 and no longer manages these customer accounts.

It’s the highest voltage electricity network in the UK – the ‘motorway network’ of the energy world. It transmits large quantities of electricity over long distances via wires carried on a system of mainly metal towers (pylons) and large substations. Transmission voltages in Scotland are 132kV, 275kV and 400kV. Larger generation schemes usually connect to the Transmission system.
The lower voltage parts of the system are called distribution networks. In Scotland, these local networks operate below 132kV whereas in England the distribution network includes 132kV.
